Questions Whether The President Can Pardon Himself

There are questions whether checks and balances the founding fathers instilled within the branches of government are working or, is there now absolute-rule in the Executive Branch as President Trump tweeted he can pardon himself.  The issue is can and will he do it if Robert Mueller finds him guilty in the FBI’s Russia investigation?
