President to Sign Legislation, Declare National Emergency

President Trump is expected to sign a bipartisan spending bill and declare a national emergency to circumvent Congress in effort to fund his border wall. Senate majority leader Mitch McConnell (R-KY) said he would support the move, even though he has been outspoken in opposition to an emergency declaration. The new legislation provides only a fraction of the $5.7 billion Trump has sought for his border wall.
