President Trump has backed off the statement that he overrules governors on opening up states and therefore the nation in the midst of the coronavirus pandemic. 

Meanwhile, state lawmakers are grappling with the issue of how to reopen business and society.   April Ryan speaks with Pennsylvania state lawmaker Vincent Hughes.
